When we started asking this question in November 2009 we got predictable answers: planning for a 5, 10 and 15% budget loss, shifting from promotion to relationships, working with existing employers, targeting green businesses, and focus on entrepreneurship. The following news excerpt from Colorado perfectly frames today's situation for those of us in economic development.

NCEDC Board Chairman Paul Brickman said that the board has formed a &quot;transformational team&quot; to review the structure of the NCEDC and decide how to proceed. There has been no decision made yet on who might fill Dobbie's position or what that position might look like going forward. 

Brickman added that the restructuring has a little to do with the organization's finances -- as investors have had to pull back some funding -- but more to do with the emerging needs of today's employers and clients.

&quot;All organizations are going through a transformational change right now,&quot; he said. &quot;We're financially sound, but the region has changed and we need to be able to change with it.&quot;  Source: Northern Colorado Business Report

~~~A... &quot;In a word, consistency. Without dedicated staff (sometimes even with dedicated staff - scope creep) it is extremely difficult to be proactive (make calls), provide assistance, coordinate assistance, advocate community improvements to address problems, and build relationships. This is a direct result of the 2nd greatest challenge: under funding. The assumption is that BR|E requires no budget, just time. This is of course a consequence of the 3rd greatest challenge: lack of support from the top (management and board) who fail to see the potential of a solid BR|E program. Now, here we are, face-to-face with the 4th greatest challenge: weak value proposition. BR|E professionals have not made a case for the value of BR|E. You can only say, &quot;existing businesses provide 80% of the new jobs and investment&quot; - without substantive documentation - for so long before no one pays attention. So, there you are. but most surfers don't use view/zoom. Searching presentations in slideshare recently, I found the preview is too small to read detail. Zoom to rescue! In Internet Explorer go to the bottom right hand corner to instantly change the view/zoom setting. In Foxfire, tools/view will give you access to this great feature for studying details found on websites.</div></div>
